Very interesting! I had to look up exactly where this is, since "city" means a different thing in China. Looks like "Linfen" is about 4 million people in about 500 sq mi. But Ji County is about 110,000, and I'm guessing the "city" in this case would be Jichang Town, which happens to have about 43,000 residents, which made more sense. lol
